依托南京医科大学国际课程平台，南京医科大学医政学院邀请美国佐治亚大学卫生政策与管理系陈茁教授开设的《健康规制效果分析》国际课程将于2026年7月13-15日正式开课！Supported by the international course platform of Nanjing Medical University, the international course “Health Regulatory Impact Analysis” taught by Professor Zhuo (Adam) Chen of the Department of Health Policy and Management at the University of Georgia (USA), will be officially offered from July 13 to 15, 2026.
课程描述 Course Description
《健康规制效果分析》系统介绍健康规制效果分析的基本理论与方法，帮助学生理解公共卫生政策中规制工具的作用机制，掌握规制影响分析的基本框架与技术路径。课程内容涵盖规制影响分析的发展与应用、政策问题界定与评估框架构建、不同国家实践比较，以及成本效益分析、成本分析、成本效果分析与成本效用分析等方法。教学方法包括课堂讲授、案例分析、互动讨论和实践工作坊，注重理论讲解与实际应用的结合。本课程以小组作业、课堂参与及课程汇报展示评定成绩。总学时12学时，学习完成者可获得1个学分。欢迎我校公共管理学、社会医学与卫生事业管理等相关专业硕士研究生踊跃报名。
“Health Regulatory Impact Analysis” provides a systematic introduction to the basic theories and methods of health regulatory impact analysis. The course helps students understand the mechanisms of regulatory tools in public health policy and master the basic framework and technical pathways of regulatory impact analysis. Topics include the development and application of regulatory impact analysis, policy problem definition, evaluation framework construction, international comparisons, cost-benefit analysis, cost analysis, cost-effectiveness analysis, and cost-utility analysis. Teaching methods include lectures, case studies, interactive discussions, and practical workshops.
Student performance will be evaluated based on group assignments, classroom participation, and course presentations. The course consists of 12 credit hours and carries 1 academic credit upon successful completion. Master's students majoring in Public Administration, Social Medicine and Health Management, and related disciplines are warmly encouraged to enroll.
教授简介 Professor Introduction
Prof. Zhuo (Adam) Chen
陈茁教授是美国佐治亚大学卫生政策与管理系教授、公共卫生博士项目主任，宁波诺丁汉大学经济学院卫生经济学中心访问讲席教授及中心主任，担任佐治亚大学“健康社会决定因素跨学科研究预孵化团队”负责人。陈教授现任Social Science & Medicine, Journal of Family and Economic Issues, China CDC Weekly, Global Health Research and Policy等期刊编委，在Lancet, Journal of Health Economics, Social Science & Medicine等国际顶级期刊发表同行评议论文140余篇，研究方向涵盖卫生经济学、健康社会决定因素、全球健康、卫生体系及经济学评价等领域。
Dr. Zhuo (Adam) Chen is Professor and DrPH Program Director in the Department of Health Policy and Management at the University of Georgia, USA. He is also Visiting Chair Professor of Health Economics and Director of the Centre for Health Economics at the University of Nottingham Ningbo China, and leads the Interdisciplinary Approaches to Social Determinants of Health Pre-Seed Team at UGA. Dr. Chen serves on the Editorial Board of Social Science & Medicine, Journal of Family and Economic Issues, China CDC Weekly, and Global Health Research and Policy. He has published more than 140 peer-reviewed articles in leading journals, including Lancet, Journal of Health Economics, and Social Science & Medicine. His research focuses on health economics, social determinants of health, global health, health systems, and economic evaluation.
