PART ONE
中国推动构建公正、合理、透明的国际经贸投资规则体系，促进生产要素有序流动、资源高效配置、市场深度融合。
“推动构建”是两个并列的动词，翻译起来有不同的处理思路。比如promote the establishment of。简单一点就是work to build。
“公正、合理、透明的”这三个定语已经是政经类材料里面的熟客了，一定得会。“国际经贸投资规则体系”同样也是基本概念，得会。
“生产要素”眼熟吗？“高效配置”同样都是基本概念。“市场高度融合”看起来非常简单，但是你要注意：融合的宾语起码是多个东西，一个市场是无法融合的。所以，这个地方的“市场”应该是“国内市场”与“国际市场”。

1. 中国积极吸引外国机构和个人来华投资兴业，外商直接投资规模从1992年起连续26年居发展中国家首位。
“积极”出现，是不是把它翻译成actively？表达是成立的，但不如换一些更直爽的表达，比如说make robust efforts。
“投资兴业”看起来是两层含义，但实际上就是投资。为啥？看看后面的内容你就知道了。中文为了凑四个字的表达结构，往往含义上“添油加醋”。
“外商直接投资规模”一定不要写成了FBI，而是FDI。而且，此处的“规模”二字可以省略；如果非要直译，可以考虑用amount或者inflows。
“居发展中国家首位”的表达方式，那实在是太多了。比如，用最高级或者用比较级；或者，用强势动词lead或者rank。
只不过，后半句的逻辑主语是什么？形式上来讲是“规模”，但实际上呢？还是“中国”。
2. 加入世贸组织后，外商直接投资规模从2001年的468.8亿美元增加到2017年的1363.2亿美元，年均增长6.9%。
“世贸组织”都得会，千万不要写成WHO。而且，还要注意WTO前面的定冠词要不要加？
“外商直接投资规模”再次出现，可以想办法化解一下，避免无所谓的措辞重复。“年均增长6.9%”从意群上来讲，属于补充说明，考虑使用从句结构。
此处，数字千万不要出现错误，比如说把billion翻译成million。
3. 外商投资企业在提升中国经济增长质量和效益的同时，分享中国经济发展红利。
“外商投资企业”同样是固定概念，不得不会。“质量和效益”怎么处理呢？前者是quality。后者是effect吗？感觉不像。不如efficiency更好一些。
“分享中国经济发展红利”没啥可说的吧？这都是基本套话了。还要注意的是，“中国经济”有些重复，要想办法化解。
4. 中国美国商会《2018中国商务环境调查报告》显示，约60%的受访企业将中国列为全球三大投资目的地之一，74%的会员企业计划于2018年扩大在华投资，这一比例为近年来最高，其中三分之一的受访企业计划增加在华投资10%以上。
本句的内容明显有些多，要考虑适当的断句。
“中国美国商会”官方机构，肯定是有自己英文名字。考场上写错的话，其实能理解。这并不是考试的重点或者难点。
“2018中国商务环境调查报告”像这种报告的名字，不知道的话怎么办？别着急，咱们直接使用模糊大法。比如说a report。
呆毛，英文里面有没有书名号？凡是在英文写作或者翻译里面，出现顿号或者书名号的同学，都应该报个幼儿园，复读三年。
“这一比例为近年来最高”明显是修饰前面的74%，直接用同位语结构就可以。
5. 中国欧盟商会《商业信心调查2018》报告显示，超过一半的会员企业计划扩大在华运营规模。
“中国欧盟商会《商业信心调查2018》”既有官方名称，也有报告名字，同样不是考试的重点。只不过从翻译的角度来讲，这些概念必须平时多加积累。
“运营规模”一个单词就可以，operations。对，是个复数形态。
6. 2017年全国新设立外商投资企业35652家，同比增长27.8%。
这句话看起来非常的简单，但是一定要注意主干搭配是否成立。
“全国设立外商投资企业”看起来人畜无害的主干搭配，成立吗？想好了再说。否则幼儿园报名都来不及了。
后面的“同比增长27.8%”，这个句式结构在以前的月度测试里面经常出现，必须得会。

这句话的内容不多，但是逻辑上要注意，是一个典型的总分关系。后半句可以处理成一个伴随从句。
“对外投资合作”里面的“合作”赶紧删除，为啥呢？因为没有实际意义，就是讲的中国的对外投资。
“持续健康规范发展”前面的三个定语如何处理？感觉“规范”二字可以不翻译，为啥呢？因为“健康”就能够体现“规范”。毕竟，不健康的话肯定因为不规范。
“对外直接投资年度流量”当你看到“流量”的时候，可不要用什么traffic。此处，其实用amount或者outflows。
2. 中国对外投资合作加快了东道国当地技术进步步伐，促进其经济发展和民生改善，创造了大量就业机会。
“中国对外投资合作”又在重复了，怎么办呢？开动你的大脑，思考吧。
“东道国”是什么样的国家？其实就是中国对外投资的接受国。英文叫recipient countries。根据不同的语境，有时候也可以翻译成“受援国”。
“步伐”二字没有什么实际意义，直接删除。“经济发展和民生改善”都是最基本的套话了，不得不会。后面的内容同样如此。

这句话有啥可讲的吗？真的就是套话中的套话了。以前也在公众号的材料里面讲解过。
2. 近年来，逆全球化潮流涌动，保护主义和单边主义抬头，以世贸组织为核心的多边贸易体制遭遇挑战。
“涌动”是啥？就是“不断发展”。“保护主义和单边主义抬头”，像这种套话，小学生一分钱能给你唱10分钟。
“以世贸组织为核心的多边贸易体制”，给大学生一分钱，他能给你唱三小时。
只不过，这句话的内部逻辑关系需要大家考虑一下。看起来是三个独立的意群，但实际上呢？考虑一下：遭遇挑战的原因是什么？或者说，这些挑战指的是什么？

2. 中国将继续践行承诺、遵守规则，积极参与多边贸易体制建设，坚定支持世贸组织在全球经济治理中发挥更大作用。
“践行承诺、遵守规则”没啥可说的吧？后面的内容其实都没啥可讲的。
